I wanted to know if a "Neumann" condition exists in NGSolve, such as the "Dirichlet = "fix"" implemented.

Neumann bc = 0 is default if no dirichlet is at this boundary. For nonhomogeneous add a source term to this boundary, see for example traction boundary conditions here:
